Growth should improve the place where it happens.
Major private investment is being proposed along Petersburg's Route 460 corridor. Residents and businesses already depend on the corridor and its connections to East Washington Street, and the effects and opportunities created by development extend beyond individual property lines.
The Route 460 Compact is a proposed framework for connecting that investment with practical improvements to public safety, transportation, infrastructure, appearance and local opportunity. Crimson Wave Development is advancing the initiative as a framework for discussion and an invitation to participate.
Route 460 is changing.
New investment can create jobs, taxable value and economic activity.
It can also create an opportunity to address corridor conditions that have existed for years. The Compact begins with a simple question:
If major developers are going to build along Route 460, how can that investment also help improve Route 460?
A practical framework for participation.
- 01
Identify Priorities
Identify practical needs and opportunities with corridor stakeholders.
- 02
Coordinate Across Projects
Discuss project communication, safety, construction coordination and opportunities for corridor improvements.
- 03
Document Specific Commitments
Identify commitments established through approved proffers or separately executed written agreements, including the responsible party and timing.
- 04
Report Progress
Make progress on identified commitments publicly available.
A shared commitment to the corridor.
The Route 460 Compact is intended to provide a framework in which major corridor developers can participate voluntarily and make project-appropriate commitments.

Participation in the Route 460 Compact is voluntary. The presence of a company or project on this page does not indicate its endorsement of or participation in the Compact unless an authorized representative has signed above its name.
Crimson Wave Development is advancing the Route 460 Compact and inviting other corridor developers, City representatives, property owners and stakeholders to help shape its priorities.
The proposed scope includes the Route 460 corridor and its connections to East Washington Street. Participation and specific commitments will be identified as discussions progress and written commitments are established.
Discuss ParticipationAn invitation to build the corridor together.
The Route 460 Compact is not intended to impose identical commitments on different projects.
It is intended to create a practical framework through which major investments along Route 460 can contribute to a stronger corridor.
Crimson Wave Development is advancing the conversation and welcomes participation from others investing in the corridor.
