A Project of Crimson Wave Development

Project Oxford

A proposed data-center campus on North Stedman Drive in Petersburg, Virginia.

Overview

Project overview.

Project Oxford is a proposed data-center campus being advanced by Crimson Wave Development along Petersburg's Route 460 corridor.

The submitted concept includes two data-center buildings, accessory on-site power generation and energy storage, and supporting infrastructure. The development plan is shaped by the property's existing infrastructure, surrounding uses, mature woodland and environmental resources.

Rezoning and Future Land Use Map amendment applications were submitted to the City of Petersburg on October 15, 2026. The project remains subject to City review, required approvals and subsequent engineering and permitting.

Power

Power planned as part of the campus.

The current design intent is for the campus's principal operating load to be supplied through accessory on-site generation. The proposed proffers would limit on-site generation and energy storage to serving the campus and its supporting facilities, without selling or distributing electricity off the property.

The proposal preserves the ability to receive utility-supplied electricity and does not prescribe a particular generation or storage technology. Final infrastructure arrangements remain subject to engineering and required approvals.

Site Planning

Site planning and neighborhood protections.

The submitted proposal includes site-specific measures addressing construction hours and traffic, lighting, equipment placement and screening, retained vegetation, and emergency-response coordination.

Required sound assessments would evaluate the campus as a whole, including data-center equipment and accessory generation and energy storage. The proposal also prohibits single-pass water cooling and requires water-based cooling systems to use recirculating closed-loop systems or other technology designed to limit water consumption.

The concept prioritizes retention of mature woodland where feasible and avoidance and minimization of impacts to wetlands and other regulated environmental resources, subject to final engineering and applicable permitting requirements.

Economic Investment

Investment in Petersburg.

Project Oxford represents an opportunity for substantial private investment and new taxable development along Petersburg's Route 460 corridor.

Construction would create demand for building trades, while campus operations would support technical, maintenance, security and facility-management employment. The scale and timing of investment, employment and tax revenue will depend on approvals, final design, tenant requirements and build-out.

Corridor Initiative

The Route 460 Compact.

Crimson Wave Development is also advancing the Route 460 Compact, a proposed framework for communication, coordination and practical improvements along the corridor and its connections to East Washington Street.

The initiative invites discussion among developers, City representatives, property owners and other stakeholders. Specific commitments would be identified in approved proffers or separately executed written agreements.
